India-Russia & India-US A new paradigm shift that would add a new dimensional approach in Bilateral Cooperation. Let me underline India-Russia Bilateral Relations, CAATSA Legislation & the Importance of India-US Cooperation on Global Security.
Taking forward the defence & space cooperation to a newer heights, India inked $5.43 billion (Rs 40,000 crore) deal to purchase five advanced S-400 Triumf surface-to-air missile squadrons from Russia, irrespective of US CAATSA (Countering America's Adversaries Through Sanctions Act). India-Russia have deepened the strategic partnership in signing several agreements ranging from defence, nuclear & space cooperation. A crucial MoU was signed between Indian Space Research Organization (ISRO) and the Federal Space Agency of Russia ‘ROSCOSMOS’ on joint activities in the field of human spaceflight & Also on the agenda is Russian training for Indian astronauts as New Delhi aims to launch its first crewed space mission in 2022. Russia has been one of India's key suppliers of arms and ammunition. S-400 'Triumf' long-range air defence missile system a world largest surface to surface air missile which has the capability to destroy incoming hostile aircraft, missiles and even drones at ranges of up to 400 km is a game changer military acquisition for India. the military acquisition from Russia is likely irking US, China & something has also rattled Pakistan. US sanctions will have No impact to Indo-Russia defence deals, and India and Moscow could soon sign agreements on frigates an assault rifles. Both the sides signed eight pacts in areas ranging from defence, railways nuclear energy, space and economy. US intent to slap sanctions against Russia was not aimed at imposing damage to the military capabilities of its allies or partners. the implementation of CAATSA is to impose cost on russia for its malafide behaviours & US has also slapped sancrions on russia particularily for its alleged meddling in USA presidential elections. India is hoping to get waiver from the US on the grounds that it needs missiles to safeguard for India's sovereignty & territorial integrity keeping in view the fragile security situation in south Asian regions. Washington and India announced plans last month for joint military drills in 2019, and agreed on the exchange of sensitive military information relevant to India-US have signed LEMOA (Logistics Exchange Memorandum agreements) during Obama administration and recently US Secretary of State Mike Pompro & US Secretary of Defense James Matis signed COMCASA (Communications Compatibility & Security Agreement) a defence pact that would facilitate Indian Military Forces to procure secure the critical technologies from other countries. the US is now India's second biggest arms supplier & India is a major defence partner of US. US has also renamed US-Indo Pacific command for a commitment to freedom of navigation in international waters.
As far as India-Russia relations are concerned, India-Russia have underlined to strengthen bilateral cooperation on the progress in India - Russia relations, shared interests and similar positions on issues of bilateral and international importance and agreed to continue this trajectory of closer cooperation, coordination and consolidation of gains to surge ahead the Special and Privileged Strategic Partnership of India and Russia for the mutual prosperity of people of both countries. India-Russia held in depth discussions on major international issues and they have agreed on the importance of building a multilateral order. they have decided to intensify cooperation & consultation with each other including on the Indo-pacific region and in this regard they recognise each other respective roles as a major powers with responsibilities for maintaining global peace & stability.
